9.1 Hubbard Park is the green space west of Madison Street and north of Iowa Avenue. The space is bounded by the railroad tracks and the Iowa River on the west, Iowa Memorial Union driveway to the north, Madison Street to the east, and Iowa Avenue to the south. Danforth Chapel is not deemed a part of the Park, for purposes of this policy.
9.2 Eligible groups can request use of Hubbard Park by contacting Iowa Memorial Union Guest and Event Services, 135 IMU. There is no charge for use of the Park unless special expenses or damages occur. The IMU Fee Schedule applies to all special expenses (Sec 4). Space on the park is reserved for classes during academic sessions on Monday to Friday from 7:00 AM to 3:30 PM. Any space not reserved by the 14th day of a given academic session will be made available for other reservations during those days and times.
9.3 More than one event at a time may be scheduled on the Park. The number of events permitted simultaneously will be the decision of the ULC Guest and Event Services Manager.
9.4 All policies governing the sale of goods in the IMU will be applicable on Hubbard Park. Policies regarding solicitation by student organizations will apply on Hubbard Park.
9.5 Banners on Hubbard Park Fence
Three spaces are available on the Hubbard Park Fence for recognized student organizations and University departments to hang signs and/or banners for the purpose of promoting special events or activities occurring on Hubbard Park or in the Iowa Memorial Union. The available space is located on the north end of the Hubbard Park fence at the corner of Madison and Jefferson Streets. Reservations for the spaces on the fence are accepted for the upcoming academic year (summer, fall and spring semesters) beginning on April 15 for student organizations and May 1 for departments. As space permits, each group is entitled to a reservation for one space for a period of five days per month, consecutive or not. A student organization or University department will be entitled to reserve no more than one day in each five-day period when reserving one week out. If spaces are not occupied within two hours of the reservation time, they will be forfeited. Forfeited space will be allocated on a first-come, first-serve basis. Reservations may be made only in order to promote upcoming events occurring on either Hubbard Park or in the Iowa Memorial Union. The Guest and Event Services Department must approve all reservations for Hubbard Park fence. Requests should be submitted in writing to the Guest and Event Services Department, 135 IMU or by email at pamela-krogmeier@uiowa.edu. Public entities are not allowed to place banners on the Hubbard Park fence.
Each student organization or University department providing a sign or banner is responsible for the following:
All signs and banners must remain in the designated areas of the Hubbard Park fence. The use of extra space will not be allowed without the permission of Guest and Event Services. Reservations do not guarantee a specific location on the fence. Space on the fence is determined on a first-come, first-serve basis. Sign and banners are not allowed on other campus fences.
ULC Guest and Event Services reserves the right to remove signs and banners from the fence and cancel future reservations of groups not following these guidelines.
9.6 Amplified sound is restricted on Hubbard Park in the following ways:
The sponsoring organization will be responsible for giving academic departments ample warning as to the date and time of sound checks so that accommodations for classroom activity can be made. A list of academic departments to be contacted in the event of an early sound check will be available from the ULC Guest and Event Services Office, 135 IMU. The sound emitted during these checks should be kept to a minimum amount of time and should be sporadic, not continual, in nature.
